Shopify vs WooCommerce vs Magento for Gulf and Middle East Businesses

The platform decision looks the same everywhere until you add Mada, Tabby, Arabic RTL, ZATCA invoicing and regional couriers. Here is how the three actually compare in the Gulf.

Why the usual comparison misleads Gulf merchants

Most platform comparisons are written for merchants in the US or Western Europe, where Stripe, PayPal and a couple of couriers cover almost every requirement. In Saudi Arabia, the UAE, Bahrain and Kuwait the constraints are different: card networks, buy-now-pay-later penetration, Arabic-first storefronts, cash on delivery and tax authority integration all shape the build.

Pick the platform against those constraints, not against a generic feature grid. A platform that scores well on paper and then cannot issue a compliant tax invoice is the more expensive choice.

Payments: Mada, BNPL and cash on delivery

Mada is the domestic debit scheme in Saudi Arabia and carries a large share of online card volume. Buy-now-pay-later โ€” Tabby and Tamara in particular โ€” converts meaningfully on mid-basket purchases. Cash on delivery is still a real share of orders in several markets and has to be modelled properly, including failed deliveries and cash reconciliation.

  • Shopify: regional gateways available through apps or Shopify Payments partners; BNPL apps are mature; COD needs an app plus order-risk rules
  • WooCommerce: gateway plugins exist for almost every regional processor, but plugin quality and maintenance vary โ€” check update history before committing
  • Magento: strongest for complex payment routing and split settlement across entities, at a much higher integration cost
  • In every case, verify settlement currency, refund handling and 3-D Secure behaviour before launch, not after

Arabic, RTL and bilingual catalogues

Bilingual is not a translation layer. You need right-to-left layout, Arabic typography that does not break at long product names, per-language SEO URLs, Arabic search that handles diacritics and common misspellings, and Arabic invoice and email templates.

Shopify handles multi-language storefronts natively but RTL quality depends heavily on the theme. WooCommerce with a mature multilingual plugin is flexible but adds query weight that has to be managed. Magento's store-view model is the cleanest architecturally for multi-language and multi-country catalogues, which is exactly what it was designed for.

ZATCA and tax compliance

For Saudi merchants, e-invoicing is not optional. Your storefront has to produce a structured, signed invoice and clear or report it to the tax authority. None of the three platforms does this natively; you either integrate an accredited middleware provider or route orders into an ERP or invoicing system that is already compliant.

The practical rule: decide where the invoice of record is generated before you choose the platform. If it is your ERP, the storefront only has to push clean order data. If it is the storefront, you are taking on the compliance integration yourself.

Total cost of ownership over three years

Licence fees are the smallest line. Model the full picture across a realistic horizon.

  • Shopify: predictable subscription plus transaction share, low hosting and security overhead, app subscriptions that compound quickly at scale
  • WooCommerce: no licence, but hosting, performance tuning, plugin licences, security patching and developer time are all yours
  • Magento: no licence for Open Source, but infrastructure, upgrade cycles and specialist developer rates make it the highest-cost option by a wide margin
  • Add the cost of the things nobody budgets for: data migration, SEO preservation, staff training, and the second-year replatform if the first choice was wrong

A decision rule that holds up

Choose Shopify when speed to revenue matters most, your catalogue is under a few thousand SKUs and your operational logic is standard. Choose WooCommerce when you need unusual content and commerce blended together, already run WordPress, and have someone accountable for maintenance. Choose Magento when you run several brands or countries from one catalogue, need complex B2B pricing, and have the budget for a specialist team.

Choose a headless custom storefront only when performance or a genuinely non-standard purchase flow is a competitive advantage โ€” and when you have the engineering capacity to own it.

Migration without losing rankings

Most replatform damage is self-inflicted: URLs change, redirects are incomplete, structured data disappears and organic revenue drops for a quarter. Map every indexed URL to its new equivalent with a 301, preserve product schema and canonical logic, keep Arabic and English URL structures intact, and monitor coverage in Search Console daily for the first month.
