Why generic HR software fails in Saudi Arabia
Most international HRM platforms handle leave and org charts well, then break on the parts that regulators actually audit: GOSI contribution splits, Wage Protection System file formats, Saudization ratios, and end-of-service benefit calculations that follow Saudi labour law.
The result is a familiar pattern — a licensed HR platform plus three spreadsheets that finance maintains by hand every month.
The compliance checklist
Score any candidate system against these requirements before you commit:
- GOSI contribution calculation with correct Saudi and non-Saudi employee rates and wage ceilings
- WPS-ready payroll export in the exact bank SIF format, with validation before upload
- Mudad / WPS submission workflow and evidence of monthly compliance
- End-of-service benefit engine that follows Saudi labour law tenure brackets
- Iqama, passport and contract expiry tracking with escalating reminders
- Saudization (Nitaqat) headcount reporting by nationality and job category
- Arabic and English interfaces, right-to-left layout, and Hijri date support
- Immutable audit log of every payroll run and post-run adjustment
Attendance is where payroll accuracy is won or lost
Payroll disputes almost always trace back to attendance data. Look for native biometric device integration, geofenced mobile check-in for field staff, shift and roster rules, and an overtime engine that encodes your actual policy rather than a generic multiplier.
The system should also make corrections visible: who edited an attendance record, when, and why.
Build or buy?
Buy when your policies are standard and you want to be live this quarter. Build when payroll rules, allowances or multi-entity structures are genuinely unusual, or when HR data has to flow into an existing ERP and finance system.
